Next thing is to sort out the tip clearance of your blades. The gap between the end of the blade and duct is mahoosive. If you get the gap down to 5-10mm then it will be more efficient and quiter.
I see rubber mounts at top of engine frame to duct...

If you make tip clearence lower, I think is better to remove the mounts at the top... or else you will crack the impeller...

All frames must have mounts ! I think is better to put mounts and in your hovercraft !

Bolt the engine/fan frame directly to the hull/duct and use rubber mounts to mount the engine to the frame.
